Translation:
Who is a wise person? The one who sees things to come (or 'to be born').
Meaning:

Being wise is being able to process information and knowledge, resulting
in conclusions and proper action. The wise one, by drawing conclusions
based on his experience and knowledge has the ability to see into
the future. Hence his actions will have the awareness of the past,
understanding of the present, and assurance of the future result.

In addition, the word "nolad" in Hebrew means the baby born.
Most people, when looking at the newborn baby, although he/she may
look helpless and capable of nothing at the present time, know that
soon a human being will evolve.

The same is true with other matters. Our past experience and wisdom
should teach us how to assess the present situation, draw conclusions
and anticipate the future consequences of our actions.
- The
'thing to be born' is the purest form (the essence) of the entity,
like the baby born which is pure. By realizing the essence of the
matter the wise one can assess the variables and find the truth.
